The MA TEFL program was established by the United States Information Service (USIS) and the Fulbright Commission in Ankara. Continued support for the program comes from several sources:
- Bilkent University provides full or partial tuition scholarships to Turkish participants who are supported by their home institutions. Dormitory accommodation is also provided to these students. The only program-related expenses that these students are responsible for are textbooks and incidental expenses.
- The Fulbright Commission for Educational Exchange between the United States and Turkey provides a Fulbright grant for a visiting faculty position.
- Turkish universities release participants from full-time teaching responsibilities while maintaining participants' salaries for the eleven-month program.
- USIS provides financial support for guest lecturers and foreign conference travel.
